CLD’s cybersecurity capabilities trace back to the company’s founding. Our support encompasses Risk Management Framework (RMF) Assessment and Authorization (A&A) Support, Authorizing Official Support, Assured Compliance Assessment Solution (ACAS) System Configuration and Support, Information Systems Security Officer/Engineer (ISSO/ISSE) Support, Incident Response Support, and Information Assurance Vulnerability Management. We also provide Navy Qualified Validators (NQV), a specialized qualification required by the Navy to conduct independent assessment of cybersecurity packages. We are subject matter experts in all phases of the RMF Life Cycle as defined in NIST SP 800-53, including Categorization of Information System (FIPS 199/SP 800-60), Selection of Security Controls (FIPS 200/SP 800-53), Implementation of Security Controls (SP 800-160), Assessment of Security Controls (SP 800-53A), Authorization of Information Systems (SP 800-37), and Monitoring Security Controls (SP 800-137).
CLD employs a wide range of Information Technology (IT) competencies, firmly based on the ITIL IT Services Management framework. This includes IT Architecture and Design Services, Network Infrastructure Services, System Administration Services, Customer Technical Support Services (Tiers 1, 2 and 3), Communications Services, Knowledge Management Services, Video Teleconferencing and Desktop Collaboration Services, Configuration Management Services, and IT Engineering Services.
CLD has supported development of the Lifecycle Management Plans, Lifecycle Sustainment Plans, and Material Fielding and Implementation Plans. We have operated logistics airheads supporting DoD deployments, managed large warehousing facilities, Government Owned Contractor Operated manufacturing plants, and provided operations and maintenance support for multiple deployed systems. We are focused on the entire supply chain, including logistics management software systems and Cyber Supply Chain Risk Management.
CLD has a rich history in providing System Engineering, Requirements Analysis, and Full Life-Cycle management of systems from design through retirement/replacement., Our engineering services includes systems engineering and technical management processes meeting Defense Acquisition Program Requirements. This includes engineering support for the entire product lifecycle, including Decision Analysis; Technical Planning; Technical Assessment; Requirements Management; Risk Management; Configuration Management; Technical Data Management and Interface.
CLD has extensive experience managing projects of all sizes. We have developed an overarching approach that captures requirements for each program/project that CLD manages. This approach utilizes best practices from a number of management models, including the Project Management Institute, the Capability Maturity Model Integrated (CMMI), the Information Technology Infrastructure Library, Agile Software Development models, and the DAWIA Program Management Levels I through III requirements.
Our comprehensive library of instructor-led courses is based on common Microsoft software tools which include the core Microsoft Office applications (Excel, Word, PowerPoint, Outlook) plus extended classes on tools such as Visio, Access, and SharePoint Designer.
Our course library is constantly updated to offer classes to obtain the core skills needed in today’s workplace.

Construction Services was one of CLD’s initial core competencies, and we continue to build our competency expertise by furnishing highly skilled labor, overseeing every aspect of construction services from initial planning, through requirements definition, business case development, schedule development, project management both as a contractor and supporting the government’s project oversight, quality control, day-to-day supervision and site-management, providing engineering, quality control, risk management, and safety management services. We have worked on multiple construction projects throughout the years, including design-build, design-bid-build, and have included preventive specialized services such as HVAC, electrical and communications cabling, secure building design and construction, and support of DoD Military Construction (MILCON) projects as well as GSA building construction and modernization efforts.
